The videos clearly show the delay in removing the blindfold from TANATELLA cost the horse at least a length at the start.

Facts:

Following the running of Race 1 the McCRAW FARRIER RATING 65 1600, Stewards lodged an Information Requesting a Ruling under Rule 632 (1) alleging that “TANTELLA was denied a fair start when it still had the blindfold on when the start was affected.”

Rule 632 (1) reads:

If, in the opinion of the Judicial Committee, a horse which does not finish in the first three placings was prevented from taking an effective part in a Race owing to the mechanical failure of starting stalls, or is denied a fair start and such occurrence materially prejudiced the chances of that horse(but not where the horse is slow away by its own accord), the Judicial Committee may declare such horse to be a non-starter.

Submissions for Decision:

Mr McLaughlin demonstrated on the video replays the barrier position (6) of TANTELLA prior to the jump. When the gates opened TANTELLA could be seen standing in the gates with the blindfold still in place. The other runners had fully left the stalls before the hood was removed. TANTELLA was slow out and trailed the field by several lengths over the early stages.

Mr Davidson stated the starter’s assistant was not in the right position as the gates opened.

Mr McAra stated he heard someone yelling out but was not sure it was directed towards him. When he called “last horse” his attention was taken by the horse in barrier 1 whose rider was slow getting his irons.

Mr Jogoo stated his horse was a good beginner and he intended to gain a position handy in midfield. He stated the delay releasing the blindfold disadvantaged his horse at the start.

Reasons for Decision:

We find that TANTELLA was denied a fair start and informed the Stewards of this fact.
