Mr Ching stated that Mr Champion was approximately an hour late in declaring riders. He indicated that Mr Champion had no breaches of this rule in the previous 12 months. He asked for a fine of $50 per horse.

We are aware that $50 per horse is the “standard fine” for a breach of this rule, and believe that this is appropriate on this occasion. We fine Mr Champion the sum of $100.
