There was unanimity that the meeting proceed with consideration being given after each race as to whether there was any significant deterioration in the conditions.
We ruled the meeting proceed on this basis.
Facts:
Mr Renault, stipendiary steward, sought a ruling to determine whether the day’s racing should be abandoned due to surface water on the track.
Submissions for Decision:
Mr Renault demonstrated on the video that there was surface water towards the inside of the track on the top bend. He stated the fire brigade had been pumping water out for some time but the problem persisted. He stated he believed the field could be directed around the water. Consideration was given as to whether to move the pylons out or whether to place temporary cones to mark the water.
The committee stated that the principal concern was whether the track was safe for racing.
When questioned by the committee, Mr Renault confirmed that there were no safety issues with the track itself, just the pooling of water at the point in issue.
Mr Lamb, the starter, gave evidence that he believed the pooling of water was sufficient in itself to keep the horses out and any cones would only narrow the track further at that point.
The Committee heard from Mr D Dunn and Mr C Markham, who represented the drivers. They confirmed the drivers were happy that the meeting proceed and that there was no need for temporary cones to be placed by the water. They expressed no concerns as to the safety of the track.
Understandably, the Oamaru TC stated they wished the meeting to proceed were that possible.
Reasons for Decision:
We are satisfied that safety concerns can be addressed by drivers being informed to shift wider rounding the home bend and to ensure they allow drivers to their inner sufficient room to avoid the pooling water.
