--Mrs Ottley admitted the breach which we thus find proved.
--Mr Ydgren made reference to the Penalty Guide and asked for a fine of $200.
--Mrs Ottley explained that the strap must have become unfastened at some point during the race. She asked for a lesser penalty.
--Taking into account the fact that Mrs Ottley has a clear record and has readily admitted the breach, we believe the matter can be dealt with by a fine of $100. Mrs Ottley is reminded that the purpose of the rule is to ensure driver safety.
