DECISION AND REASONS:
--Following the running of Race 2, the Ecoholdings Media Group Pace, Stipendiary Steward Mr N. G. McIntyre laid an Information charging Mr S Lethaby with a breach of Rule 859(a)(ii). The Information reads as follows.
------"I the above named informant allege that the above named Defendant committed a breach of Rule 859(a)(ii) in that Driver S Lethaby failed to parade Westburn Spirit through the straight on the first occasion."
----Rule 859(a)(ii) reads as follows.
--"859. A horseman:-
--- ------
- may drive his horse in its preliminary in either direction provided that:-
- --
- ------
- ?.. --
- the horse is first paraded through the straight in the correct way of the course ?."

Mr Lethaby had indicated on the information that he admitted this breach of
--the Rules and he did not appear at the hearing.
--Mr McIntyre told the committee that Mr Lethaby offered no reason for parading the horse incorrectly and had just forgotten the correct manner of parading.
--In relation to penalty Mr McIntyre said that Mr Lethaby is a senior horseman and recommended a fine of $100.00.
--The committee was satisfied that the recommended fine was fair and Mr Lethaby was fined the sum of $100.00.
