An information was filed by Stipendiary Steward, Mr N G McIntyre, against Licensed Trainer, Mr K V Hadfield, alleging a breach of Rule 834 (2) (a) in that Mr Hadfield, as the trainer of IPANEMA, an acceptor for Race 8, Hirequip Party and Events Pace, scratched that horse at 4.45 pm on race day, after the horse was sold.

DECISION AND REASONS:
--An information was filed by Stipendiary Steward, Mr N G McIntyre, against Licensed Trainer, Mr K V Hadfield, alleging a breach of Rule 834 (2) (a) in that Mr Hadfield, as the trainer of IPANEMA, an acceptor for Race 8, Hirequip Party and Events Pace, scratched that horse at 4.45 pm on race day, after the horse was sold.
----Mr Hadfield had signed the Statement by the Defendant on the information form to the effect that, firstly, he admitted the breach of the Rule and that, secondly, he did not wish to be present at the hearing of the information.
----The breach was found to be proved.
----Mr McIntyre explained that the effects of the breach were that betting on the meeting had opened and that Race 8 was the 3rd leg of a TAB treble. The betting public was affected.
----Mr McIntyre submitted that the usual fine for a breach of the late scratching Rule, where the defendant had admitted the breach, was $200.00.
----The Committee was satisfied that a fine of $200.00 was appropriate for the particular breach and Mr Hadfield was fined the sum of $200.00 accordingly.
