Mr Knowles used video of the race to support his allegation – he pointed out that Mrs Barclay, driver of no. 9 SALLIWOOD, used the whip continuously (25 or 26 times) down the straight, with no respite. Mrs Barclay admitted the charge.

Before deciding penalty the Committee was informed by Mr Knowles that Mrs Barclay’s driving record was excellent, with only one minor offence in the last two years. He recommended that the penalty be in the lower range.

DECISION
Taking into account admission of guilt, driving record and stipendiary Steward’s comments, I felt that a fine of $200.00 was appropriate.
