--Mr Neal lodged an information alleging that apprentice jockey V Singh the rider of Miss Darley gave a celebratory gesture prior to the finish.
--Rule 638(2). A rider shall not make a celebratory gesture prior to his horse passing the winning post. Was read and understood.
--Mr Neal used video to show where Mr Singh, three or four strides prior to the finish post raised his arm in celebration when winning the race. The stewards have concerns in regard to the safety of all riders before the finish line hence this rule is in place.
The committee find the charge proven.
Penalty
Mr Neal in seeking a monetary penalty in the vicinity of $200 asked the committee to take into account the improved riding whilst under the tutelage of Mr Vile and this was Mr Singh’s first winning ride.
Mr Vile asked for a little leniency towards Mr Singh as he has been trying very hard to gain this win after approximately 180 rides and he did admit the charge.
--Decision
The committee have considered all the evidence presented, and have taken into account Mr Singh did admit the breach, his gesture was in celebration to his first win, however he must be aware of safety to his fellow riders.
The committee impose a fine of $200.
