Following the running of race 6 on the programme, an Information was lodged against jockey, Mr K Collins, alleging a breach of Rule 520(4)(c) in that, as the rider of Meg’s Pride, he failed to make the carded weight of 55kgs,



Following the running of race 6 on the programme, an Information was lodged against jockey, Mr K Collins, alleging a breach of Rule 520(4)(c) in that, as the rider of Meg’s Pride, he failed to make the carded weight of 55kgs, being 1kg over that weight at 56kgs. Mr Collins admitted the breach.

Explaining the circumstances, Mr Ching said he was approached by Mr Collins earlier in the day, concerned that he was not able to make the weight for Meg’s Pride. The horse had 55kgs and he had given the connections an understanding that he would ride at a half over. However that did not occur and he was one kg over at 56kgs.

Mr Ching explained that, in these circumstances, the stewards would normally remove the rider but, as there were only inexperienced riders available, they allowed Mr Collins to take the mount.

In respect to penalty, Mr Ching said that in the last 12 months Mr Collins had not been before the committee on a charge under this Rule, though he had struggled with his weight. He recommended a moderate monetary penalty, giving credit to the rider for his riding record and for initially approaching the stewards in this case.

Mr Collins confirmed he had had trouble with his weight and said his last breach was as an apprentice. In determining penalty, he asked that the committee take into account the travel costs involved and the few rides he has.

We have heard the circumstances from Mr Ching, and his submissions regarding penalty. As has been explained, we accept Mr Collins has previously had difficulties with his weight, though he is sufficiently experienced to determine whether or not he should accept a ride.

It is to his credit that there have been no breaches in recent times and also that he approached the stewards in the first instance.

Taking into account his admission, and his recent riding record, we will treat this matter as a first breach. Considering a starting point might be a fine in the order of $300.00, and giving credit for the points we have mentioned, we are satisfied a fine of $200.00 is appropriate. Mr Collins is fined the sum of $200.00.
