Following the running of Race 7 Mr. J.Parkes was charged with excessive use of the whip under Rule 530 (2) (b).

--Mr. Parkes admitted the breach and was assisted at the hearing by Mr. G.Searle.
--Mr Goodwin asked Mr Bateup to show the films of the incident. The rear view clearly showed Mr Parkes hit his horse Gee Baby at least 14 times without respite prior to the last 200 meters of the race.
--Mr Goodwin said that while this was his first charge Mr. Parkes had previously been warned about excessive whip use. In relation to penalty Mr. Goodwin said that previous charges in this area have been met with two day suspensions and that is his recommendation.
--Mr Searle said that a suspension would not help Mr. Parkes with weight issues and that a fine would be preferable.

--The committee took into account all of the submissions put before it. Mr. Parkes whip use was clearly well outside of the recommended guidelines and the committee could find no mitigating circumstances to allow a fine.
--Mr Parkes is suspended from the close of racing today until the close of racing on Saturday July 15th.
