Mr Hannam's licence is suspended from the close of racing on Sunday 1 January 2017, up to and including racing on Thursday 5 January 2017. This period of suspension incorporates the Wairarapa (2nd), Central Otago (3rd), Otaki (4th) and West Coast (5th) meetings.
Facts:
Following the running of Race 5, (Marcus Prenter Creative Decorator Handicap 1200m), Information A7688 was filed with the judicial committee. It alleged a breach of Rule 638(1)(d) and stated that "R Hannam allowed his mount to shift inwards near the 1000m dictating MAXSSISTAR inwards onto HEISENBERG which was checked."
Mr Hannam confirmed that he understood the rule, and that he admitted the breach.
Using the head-on, side-on and turn films, Stipendiary Steward, Neil Goodwin identified HEISENBERG (H Tinsley) racing closest to the rail, with MAXSSISTAR (N Teeluck) to its outside and FETCHING (R Hannam) to her outside. Approaching the 1000m, Mr Hannam was observed to move inwards whilst free of interference, causing tightening to Mr Teeluck who as a result moved inwards and applied pressure onto HEISENBERG, requiring Mr Tinsley to check. Mr Goodwin believed that Mr Tinsley had lost two lengths as a result of the check.
Mr Hannam advised the committee that he did not wish to comment on the incident.

In presenting Mr Hannam's record, Mr Goodwin identified two previous breaches of the rule; both from the same race at the Stratford Racing Club's meeting on 14 July for which Mr Hannam received a collective 16 days suspension. He submitted that Mr Hannam gained a lot of rides and often had a full book at meetings. He believed the level of carelessness fell below the mid range and that a period of suspension was appropriate.
Mr Hannam confirmed that he was a busy rider who rode at numerous venues. Looking at upcoming meetings, he said that he had recently ridden at Gore, Oamaru and had also ridden on the West Coast circuit.
Mr Goodwin was supportive of upcoming southern meetings being included in any period of suspension.
Mr Hannam also advised the committee that he had commitments at Hawkes Bay on 1 January, but that no firm commitments were in place for the meeting at Tauherenikau on 2 January.
Reasons for Penalty:
The committee considered all of the submissions placed before it and determined that a period of suspension was appropriate; adopting a five day starting point. In mitigation we applied Mr Hannam's good record for a very busy rider and his early admission of the breach. We assessed the level of carelessness to be placed below the mid-range. Mr Hannam's carelessness was caused as a result of his slight movement inwards as he approached the 1000m when not the required distance clear. This caused tightening to MAXSSISTAR and most inconvenienced was HEISENBERG who was required to check and lose some ground as a result. We considered a four day period of suspension as appropriate.
