Mr Stam you are suspended from race riding after the completion of racing today until the completion of racing on Sunday 2nd January 2011, three Central Districts Days (Stratford 31st December, Hawke’s Bay 1st January, Wairarapa 2nd January).
Charge:
R Stam admitted a charge brought under rule 638 (1) (d) in that passing the 800 metre mark being the rider of Misty Heights permitted his mount to shift in when not clear of NIPSS which was checked.
Rule 638 (1) (d) reads a rider shall not ride a horse in a manner which the Judicial Committee to be careless.
Mr R Stam admitted the breach of rule 638 (1) (d).
Facts:
Stipendiary steward Goodwin showed the available films of the incident in which Mr R Stam moved inwards onto the line of NIPSS ridden by Mr K Smith. He informed the committee that Mr Stam glanced inwards three times before coming across. He also believed NIPSS and Mr Smith were entitled to be where they were and Mr Smith had to take hold.
Mr Stam confirmed Mr Goodwin’s comments and had nothing further to add.

Mr Goodwin informed the committee that the charge was in the low range. Mr Stam was a Central Districts Rider only and he has recently split with his partner which has caused some emotional strife. His record under this rule was very good and has had no recent breaches. He asked for a two day suspension.
Mr Stam confirmed Mr Goodwin’s comments and believed his recent split with his partner now gives him the opportunity to take more rides.
Reasons for Penalty:
In coming to our decision to impose a penalty of suspension for this breach we have taken into account your record under this rule Mr Stam and your early admission of the breach. We have of course sympathy for your present circumstances but we cannot agree with the recommendation of Mr Goodwin of a two day penalty. We have started from a point of a five day suspension and have allowed a two day reduction for your early admittance, your record and your personal circumstances.
