Jockey T Hazlett admitted a breach of Rule 871 (3) in that he made a celebratory gesture prior to the winning post when riding THE JOLLY DANCER. Mr C George informed the committee that the celebratory wave was made 3 to 4 strides prior to the winning post.



Jockey T Hazlett admitted a breach of Rule 871 (3) in that he made a celebratory gesture prior to the winning post when riding THE JOLLY DANCER. Mr C George informed the committee that the celebratory wave was made 3 to 4 strides prior to the winning post. The rule is there, he informed the committee, for safety reasons. A number of jockeys had been charged under this rule and he believed Mr Hazlett was aware of the reasons. In this case a rider less horse was galloping in close proximity to THE JOLLY DANCER making it vitally important that the jockey was in complete control of his mount.

Mr C George asked for a monetary penalty within the range of between $500 and $1000 and did point out that Mr Hazlett was charged and fined in August 2006 for a similar breach of the rule.

Mr Hazlett told the committee he was aware of the rule and its reasons. He did get excited. It was his 100th winning ride over jumps and he offered no excuse.

Mr Hazlett concurred with the stipendiary steward that a fine was appropriate but asked it to be at the lower end of the suggested range

--

The committee considered the submissions on penalty and agreed that a monetary penalty was appropriate. The reason for the rule, the committee believed, was fully understood and appreciated by Mr Hazlett.

They were mindful of Jockey Hazlett's achievement in reaching 100 winning rides over jumps but were also mindful of his previous charge under this rule.

--

Bearing in mind the status of the race (L J Hooker Manawatu Steeplechase) and his previous charge the committee fined Mr Hazlett $600.
