Manawatu RC 13 November 2020 – R 5 – Chair, Mr N McCutcheon
ID: JCA11871
Meet Title:
Manawatu RC - 13 November 2020
Meet Chair:
NMcCutcheon
Race Date:
2020/11/13
Race Number:
R 5
Decision:
As the charge was admitted it was deemed proved.
Penalty:
Mr Johnson’s Jockey Licence was suspended from the end of racing on 14 November through to the conclusion of racing on 21 November 2020 (4 Riding Days).
Facts:
Information No A14107 was filed with the Judicial Committee following the running of Race 5 (Cafe Cuba/Harcourts Team Manawatu Realty Ltd 2100). It was alleged that Mr Johnson allowed his mount SKYPHYTA to shift inwards near the 1800m when not clear of SIR NATE which was hampered.
Mr Johnson said that he understood the Rule and confirmed that he admitted the breach.
Mr Goodwin showed the film replays and said that Mr Johnson had shifted in when only one length clear of SIR NATE with that runner being hampered. He added that SIR NATE was over-racing at the time and after being hampered continued to over-race for some distance. He concluded by saying that SIR NATE was hampered and not checked, and that Mr Kasano the Rider of SIR NATE, had said when being questioned about the incident, that his horse had over-raced.
Mr Johnson did not comment.
Submissions for Penalty:
Mr Williamson said that Mr Johnson had two careless riding breaches in the last 12 months with the most recent being some 10 months ago. He placed the carelessness in the low-range area.
Mr Johnson said that he would like any suspension to start after racing on 14 November 2020.
Reasons for Penalty:
It was clear on the films that Mr Johnson and his mount crowded SIR NATE when shifting in when not sufficiently clear. It was also evident that SIR NATE was over-racing at the time and continued to over-race for a considerable distance following the incident.
The Committee placed the carelessness in the low-range category with the JCA penalty starting point being a 6-Riding Day suspension. Taking into account Mr Johnson’s good record, admission of the breach and the racing manners of SIR NATE, a discount of 2 days was afforded.
