Following the running of Race 1 (Manawatu ITM Mobile Pace 2500m) Information No. A10259 was filed with the Judicial Committee. It was alleged that Mr MacFarlane used his whip on more occasions than permitted (10) under Clause B of the Use of The Whip Regulations.
Mr MacFarlane admitted the breach and endorsed the Information that he did not wish to be present at the hearing.
Mr Muirhead showed the film replays and said that Mr MacFarlane struck his horse 13 times inside the final 400m.

Mr Mulcay said that the sliding scale regarding 13 strikes under the JCA Penalty Guideline was for a fine of $200. He added that Mr MacFarlane had a clear record under the Whip Rule.
Reasons for Penalty:
After considering all matters pertaining to penalty the Committee determined that there was not any reason for a departure from the Penalty Guide.
