The rule was read and Mr Neal acknowledged he understood same.

Mr Taumanu demonstrated the films available and interpreted same, after viewing the films Mr Neal informed the Committee he would like to change his plea and admit the breach.

The information was altered to DO ADMIT and Mr Neal signed same.

Mr Neal had no previous charges under this rule and his record was in fact very good with no breaches for some two years.

However the films clearly showed that he did use the whip excessively and did warrant a monetary penalty.
----
Prior to arriving at a penalty the Committee took into account Mr Neal’s very good record and his admission of the breach, a monetary penalty of $250 was imposed.
