--Request for a Ruling of the Rules of Racing, Rule 648(3) as to whether K Williams, rider of âJadedâ failed to draw correct weight at weigh in, thereby disqualifying âJadedâ from sixth placing.

--THE FACTS
--As a result of a discrepancy with the weight of Licensed Jockey K Williams, following the running of Race 2, Stipendiary Steward Mr R Neal requested a Ruling pursuant to Rule 648 of the Rules of Racing which Rule reads as follows:
--âIf, on being weighed in, a rider cannot draw the proper weight (meaning thereby the weight allotted by the handicapper for his horse to carry, and adjusted only by any re-handicap, by having been declared overweigh by penalty or by authorised allowance), the Clerk of the Scales shall allow such rider 0.5 kgs and if the allowance is not sufficient to enable the proper weight to be drawn, then subject to sub-Rule (4) of this Rule, then in addition to any other penalty which may be imposed, the horse shall be disqualified for the race.â
--The facts of the situation were that Licensed Jockey K Williams had a carded weight of 56 kgs. She weighed out at 57.2 kgs (which weight included the allowance for her safety vest) but weighed in at 56.2 kgs. Her mount, âJadedâ, finished in sixth place but as this was a non-stake bearing position, it was deemed to be unplaced.
--The Stipendiary Stewardâs enquiries revealed that there seemed to be an irregularity with the scales. The Stipendiary Stewards could, therefore, not point to any particular reason why Ms Williams should have weighed in 1 kg lighter than that which she weighed out at.
--The Stipendiary Stewards advised that because of the uncertainty that had arisen from their enquiries, that no action was to be taken against Ms Williams.
--However, formal application was made for âJadedâ to be disqualified. Having regard that there was a clear breach of the Rule, it is appropriate that âJadedâ be disqualified from Race 2.
