Stipendiary Steward Mr Allison alleged that Ms M Morrison-Palmer, trainer, scratched ARKWRIGHT at 7:20 pm on the 29th March 2007 without sufficient circumstances, denying another runner a start.
--He explained that the horse was in the process of being sold by Robin Swain but Ms Morrison-Palmer had provided incorrect bank details which caused a delay in the process. She should have advised the scratching by 5pm but the mistake delayed this to 7:20 pm.
--Two balloted horses were denied an opportunity to have been offered starts ? 1 of which could have started.
--Ms Morrison-Palmer admitted the offence and chose not to appear.
--PENALTY
--Mr Allison said that Ms Morrison-Palmer had no previous offences and he had never had any problems with her. He asked for a fine of $200.
--DECISION
--Taking Ms Morrison-Palmer's good record and ready admission into consideration, but also the fact that other owners and trainers had been inconvenienced, I fine Ms Morrison-Palmer $200.
