At the conclusion of Race 7 the Southland Bred Highview Tommy Moblie Pace, information A6244 was lodged by Stipendiary Steward Mr N. McIntyre alleging that Miss K. Manning used her whip in an excessive manner over the concluding stages when driving Groomsman.
Mr McIntyre stated that all of the invitational drivers were made aware of this rule prior to commencing their driving commitments for the day. Mr McIntyre demonstrated as the horse turned for the home run, Miss Manning used her whip some 27 or 28 times.
The rule reads (869) (2) (A):
No Horseman shall during any race:
a. Use his whip in an unnecessary, excessive or improper manner

Mr McIntyre stated that Miss Manning was a very successful Australian invited driver and was here for the one day meeting as a guest of the club.
Reasons for Penalty:
We find that Miss Manning has used the whip at least 27 times from the top of the straight to just prior to the winning post.
