Mr Mansour’s Jockey’s Licence was suspended from the end of racing on 4 September up to the cessation of racing on 18 September 2019.
Facts:
Following the running of Race 4 (ATI Engineering 1200) Information No. A12294 was filed with the Judicial Committee. It was alleged by the Informant that Mr Mansour allowed his mount LILY D’OR to shift out tightening KING KHALID and OUT OF THE PARK, which were checked near the 150m.
Mr Mansour said that he understood the Rule and confirmed that he admitted the breach.
Mr Goodwin was asked to show the films, and said that the film evidence showed that Mr Mansour shifted his mount out onto KING KHALID and OUT OF THE PARK when riding with the whip. He said that Mr Mansour’s horse shifted out 2 to 3 horse-widths when only 1 length clear.
Mr Mansour said that his horse started hanging and grabbed the bit sharply. He said that he put the stick away and slapped the horse down the shoulder and that the interference was mainly due to his horse hanging.
Submissions for Penalty:
Mr Oatham said that Mr Mansour had three prior breaches of Careless Riding in the last 12 months. He said that the record in his view was a neutral factor. The Committee was advised that Mr Mansour had had 275 rides in the last 12 months, prior to today’s meeting. The Stewards placed the carelessness in the mid-range category.
Mr Mansour said that he has had a lot of rides lately and had a good record. He asked that any suspension start after racing on 4 September 2019.

The Committee found that Mr Mansour allowed his mount to shift out when not clear and when being ridden along with the whip. As a consequence of his action, KING KHALID and OUT OF THE PARK suffered interference, with OUT OF THE PARK being the most affected.
The Committee placed the carelessness exhibited by Mr Mansour as being above mid-range. A starting point of 9 Riding Days was fixed, and after taking into account the record, and admittance of the breach, a suspension of 8 Riding Days was considered to be an appropriate penalty.
