Following the running of Race 6 the NZ Bloodstock Insurance 1400 an information requesting a ruling was filed by Stipendiary Steward Mr N Goodwin as to whether Royal Queen received a fair start.
The information No. A3125 read as follows:
Request a ruling as to whether Royal Queen received a fair start.
Submissions for Decision:
Film clips of the start were shown and Royal Queen was identified as starting from barrier stall no.2.
The rider of Royal Queen, Mr J Parkes, said that his horse went up in the air a fraction before the start was made, then came down and refused to begin. He added that the attendant only had his hand on the horse’s neck in an attempt to soothe it. He said that the stall functioned correctly.
Mr Phillips the Starter reiterated the comments of Mr Parkes and was adamant that the attendant did not have a hold of the horse when the start was made.
Mr Campin the trainer of the horse and Mr P Bruce, part-owner agreed with all of the statements.
Reasons for Decision:
The committee was satisfied that the barrier stall functioned correctly and that Royal Queen was not being held at the time the start was made and clearly failed to begin of its own accord. Consequently the horse was declared a starter.
