--
Following the running of Race 10, the www.thekiwichallenge.com Sprint 1200m, Mr. V. Ho was charged with a breach of Rule 638 (1) (d), careless riding.
--The information alleged that V. Ho angled his mount PAPAS REVOLUTION inward near the 900m dictating KAIRANGA (M. Vance) inward onto DROVER’S CALL (R. Rattley) who was checked.
--Mr. Ho admitted the breach and was represented by Mr. Paul Moroney.
--Mr. Neal explained the incident using all the available video angles. Mr. Ho made a very good beginning and was riding forward when he began to angle his mount inwards for a better position. In doing so he took the line of KAIRANGA who had no room to move to relieve the pressure and in turn was forced inwards onto DROVERS CALL. The side-on view showed that Mr. Ho was barely a length clear when he angled inwards, a movement described by Mr. Neal as a misjudgment.
--Mr. Moroney asked the committee to consider that Ms Rattley had already been squeezed up for room due to the over-racing of KAIRANGA prior to the incident caused by Mr. Ho.
--In relation to penalty Mr. Williamson said that Mr. Ho had been riding in New Zealand for about 6 months and had been riding very well. In that time he had incurred three suspensions for careless riding and was about to begin a 5 day suspension at the end of today’s racing.
--Mr. Williamson said that the stewards considered today’s offence to be at the lower end of carelessness and mitigating factors were the racing manners of KAIRANGA and the race being an apprentice rider’s event.
--Penalty
--In coming to a decision on penalty the committee had regard to all of the submissions put before it. We took into account Mr. Ho’s admission of the breach and the degree of carelessness which we agreed was at the lower end.
--We were also mindful that this was an apprentice rider’s race and that the over-reaction of KAIRANGA contributed to the degree of interference.
--Mr. Moroney made a valid point when he pointed out that DROVERS CALL had already been tightened up for room by KAIRANGA prior to Mr. Ho’s inward movement which served to exacerbate the interference.
--Of some concern to the committee was Mr. Ho’s riding record with 3 charges in six months. A suspension in the vicinity of six to seven days would have been imposed but for the mitigating factors already outlined.
--Mr. Ho is about to commence a five day suspension from a previous charge which will end on October 26th. Therefore the suspension imposed today will begin from the close of racing on October 26th until the close of racing on Tuesday November 3rd in effect five days.
