Decision: --

It was alleged by the Stipendiary Steward that during Race 5 at HBRI Miss L.K. Cropp the rider of The Fred Factor allowed her mount to shift inward near the 800m mark when not clear of Dive Dive Dive (A Calder) causing that runner to be steadied.
--Mr. N. Goodwin, Stipendiary Steward called Mr. A. Calder the rider of Dive Dive Dive who informed the committee that approaching the corner his horse was full of running and got tightened by the actions of Miss Cropp's mount on his outside. Those actions caused him to lose about a length. He didn?t call as it happened so quickly. He also reiterated that no other rider was involved.
--Mr. Bateup, Stipendiary Steward, stationed in the back straight tower showed the available films and stated that Miss Cropp continued inward movement caused jockey Calder to check his mount out of a position he was entitled to be in. He informed the committee that the movement involved moving from 4 horse widths of the fence to approximately 2 ? widths of the fence.
--Miss L. Cropp viewed the film and stated that she believed the horse on the inside moved outwards and caused the tightening rather than her mount on the outside. She was asked to use the films available to explain where the horse on the fence contributed to the incident.
--The hearing was adjourned at that point to enable the next race to run. Upon the recommencement of the hearing Mr LN McCutcheon, Senior Stipendiary Steward showed both the head-on and side-on films and informed the committee that Miss Cropp's mount was not sufficient clear. Mr Calder's mount did lose ground (approximately 1 length) and did lose its rightful ground. Mr McCutcheon informed the committee that the horse on the inside ridden by Mr Collins moved only fractionally outwards and this may have been brought about by pressure on his outside on to his horses rump. Miss Cropp told the committee that the side on film showed nothing. The head on film showed clearly that the incident was caused by movement from the horse on the inside forcing the movement onto the outside horses. She believed the incident happened right on the bend and reiterated that jockey Calder stated it happened quickly. Mr Goodwin in summing up, believed the evidence was compelling, Mr Calder was clear in his evidence that the inward movement of Miss Cropp's mount caused him to tighten and lose his line to which he was perfectly entitled.
----
Decision and Reason:
--Miss Cropp, the committee has viewed the available films and considered all the evidence placed before it. These films, Miss Cropp, showed clearly that your mount did move inwards causing jockey Calder's mount to be checked. He did have to stop riding, he lost ground and his line of running to which he was entitled was taken by your actions. The committee was not convinced that the alleged movement outwards from the horse on the inside contributed to the incident. The committee finds the charge proven.
--Penalty:
--Mr Goodwin informed the committee that Miss Cropp did have a number of suspensions for careless riding the last being for a period of 7 days. However, he believed her record considering the amount of rides she has was good. He felt the offence was not one of a major nature but asked for a period of suspension because of the degree of interference the incident caused. Miss Cropp asked for a fine. The committee considered carefully the submissions on penalty placed before it. The committee while agreeing that the incident was not one of a major nature however, Miss Cropps actions did cause interference to Mr Calders mount causing him to stop riding and lose valuable ground. We were not able to accommodate Miss Cropps request for a fine. A period of suspension was imposed.
--Miss Cropp was suspended from race riding from the completion of racing of Sunday the 16th of July until the completion of racing on Saturday the 22nd of July, a total of 3 riding days.
