Facts:
Following the running of Race 1, the Jack Curragh Memorial Maiden, an Information instigating a Request for a Ruling was filed by Stipendiary Steward, Mr M Davidson, seeking disqualification of 2nd placed horse PRIZED PINS, after its rider, Miss D Hirini, failed to weigh in as required by the Rules.
Rule 647(1) reads;
All Riders in a Race shall weigh-in, unless excused from doing so by a Stipendiary Steward. A horse whose Rider does not weigh in shall, in addition to any other penalty which may be imposed, be disqualified from the Race, unless the Stipendiary Stewards are satisfied that the:
(a) Rider’s failure to weigh-in, in accordance with this Rule, was justified by extraordinary circumstances, including if the Stipendiary Stewards are satisfied that, on account of accident or sudden illness, it is impracticable for him to weigh in; and
b) Rider weighed out correctly with, and carried, his proper weight.

Submissions for Decision:
Mr Davidson gave evidence that Miss Hirini who was the rider of PRIZED PINS, which finished in 2nd place, had failed to weigh in on her return to the birdcage. The Stewards, he said were seeking disqualification of PRIZED PINS, as per the Rule.
Stipendiary Steward, Mr J McLaughlin, stated that he had attended the weigh in at the scales and after all other riders had weighed in, apart from Miss Hirini, he went to the female jockeys’ room where he found Miss Hirini. She had said to Mr McLaughlin that she had unsaddled the horse and forgotten to weigh in.
Reasons for Decision:
The Committee was satisfied that the rider for PRIZED PINS had failed to weigh in after finishing in 2nd place as required under the rules. We were also satisfied that under the Rule, PRIZED PINS was required to be disqualified from the race.
