Facts:
At the conclusion of race 13 the Esplins Dairy Mobile Pace a protest was lodged by Stipendiary Steward Mr C J Allison against the third placed horse by the judge WIND RUNNER (J R Bond) shifted ground abruptly causing a severe check to EXOTIC GIRL (J Cox) and LITE BOURBON (G Lee).
The judges placings read:

3rd- Wind Runner (J Bond)
4th- Ashira Bromac (K Barclay)
Mr Bond, the Trainer and Driver of WIND RUNNER did not contest the protest.

Stipendiary Steward Mr Allison showed the Committee several video clips of the alleged incident, highlighting the outward movement of WIND RUNNER onto EXOTIC GIRL and LITE BOURBON.
Mr Cox (EXOTIC GIRL) stated that his horse was still travelling well at the time of the incident, and he was virtually stopped in his tracks.
Mr Lee (LITE BOURBON) stated that his horse was battling on, and was very lucky not to have fallen as a result of the incident.
Mr Bond (WIND RUNNER) stated that his horse had run out, on his own accord, for no reason. He accepted interference had occurred.
Reasons for Decision:
The Committee was satisfied that WIND RUNNER had moved out sharply virtually extinguishing the chances of EXOTIC GIRL and LITE BOURBON.
The protest was upheld.
