Facts:
An Information was lodged by Stipendiary Steward Mr BJ van Kan against Licensed Trainer Mr SJ Reid alleging that Mr Reid presented his horse Abide with Me into the Assembly Area without the notified removeable Deafeners.
Mr Reid admitted the breach and advised the Committee that he did not wish to be present at the Hearing.

Mr van Kan said that this matter was brought before the Committee because it was Mr Reid's 7th breach of the Rule in the last 12 months.
Submissions for Penalty:
Mr van Kan referred to Mr Reid's record and said that he would leave any penalty up to the Committee. He did say that he noticed the horse in the Assembly area and drew the Driver's attention to the fact that it was not wearing removeable Deafeners. The Driver returned to the Stabling area and the Deafeners were attached.
Reasons for Penalty:
Mr Reid's record in respect to this Rule is not good. An increased fine is warranted.
