Mr Boyd, Stipendiary Steward, alleged that in race 1, the JUST ESSENCE CATERING TROT, Mr P Williamson (OUR GRACIE) used his whip in excess of the 10 permitted strikes.
The Use of the Whip Regulations made pursuant to r 869(2) and effective 30 November 2017 provides:
No horseman is permitted to use their whip in a striking motion on more than ten occasions inside the final 400 metres. This is inclusive of “backhanders” and the use applies to the horse, harness and/or sulky.
Mr Boyd demonstrated on the videos that the respondent, who was racing outside the leader entering the home straight, used his whip 11 times.
Mr Williamson has signed the information stating he admits the breach and does not wish to be present.

Mr Boyd produced the respondent’s record, which evidenced that this is Mr Williamson’s first breach of this rule since the regulations came into force on 30 November.
