--Stipendiary Steward Mr N Goodwin lodged an information in that Mr J Wheeler failed to declare a rider for FLYPASS by the required time.
--Mr Wheeler did not admit the breach.
--The rule was read:
--?It shall be the duty of the trainer of any horse which has or is deemed to have been accepted for a race, for which the club has required the declaration or the names of riders, to declare to the club, the name of the rider of the horse trained by him which has or is deemed to have been so accepted."
--Mr Wheeler confirmed that he understood the rule.
--Mr Goodwin received a list from the Racing Bureau of trainers who were late declaring riders (1pm Thursday) of which Mr Wheeler was one. Mr Wheeler was spoken to, and did not admit the breach.
--Mr Wheeler stated he rang a 1.01pm to declare 7 or 8 riders for the stable and was determined to get a senior rider as the horse, FLYPASS, was a big gorky, wayward type and would not start otherwise. Having rung several senior riders, unfortunately previously engaged he would wait until race morning.
--When questioned by Mr Goodwin about several other senior riders at the meeting, Mr Wheeler stated he was unaware they were available.
--The committee having taken all the evidence presented into account, found the charge proven, and imposed a penalty by way of a fine being $50.
