The Judicial Committee was requested to make a decision and determine what horse Jockey LK Cropp should ride in the Telegraph Handicap at the Wellington Racing Club meeting on the 22 January 2005.
| -- HEARING INTO A DOUBLE RIDING ENGAGEMENT INVOLVING LICENSED JOCKEY LK CROPP. --The Judicial Committee was requested to make a decision and determine what horse Jockey LK Cropp should ride in the Telegraph Handicap at the Wellington Racing Club meeting on the 22 January 2005. --Evidence was heard that jockey Cropp had been engaged by the connections of the horse Clean Sweep to ride that horse and that also her riding agent Mr L Goord had engaged her to ride the horse Shastri in the same race. Although the declaration of riders was not until the 20 January 2005, various racing publications were indicating that jockey Cropp had been engaged to ride the two horses. The matter was of importance given the status of the race and the betting public. --The trainers involved, Mr JG Sargent (Shastri) and Mr AD Scott (Clean Sweep) agreed that the matter be heard by the Judicial Committee on the 19 January 2005 and they both confirmed they would abide by the decision of the Committee. --Documentary evidence in the form of a signed statement from licensed riders agent L Goord and from Paul Moroney and Mr G Duff (part owner of Clean Sweep) was presented to the committee along with an article from the Dominion Post attributed to Lisa Cropp who also gave evidence to the committee. Messrs. Sargent and Scott also made submissions. --Stipendiary Steward JP Oatham and Racecourse Inspector BF McKenzie made submissions with regard to the relevant rules of racing and in particular paragraph 6 of the eighth schedule of the rules which makes it a breach of the rules for a riders agent to engage a rider for a horse without that riders permission. --The Judicial Committee having considered all available and relevant evidence and taking into account the submissions made, rule that jockey LK Cropp ride the horse Clean Sweep in the Telegraph Handicap at Wellington on the 22 January 2005. --The committee find that there was a firm riding engagement made by jockey Cropp to the connections of Clean Sweep on the 3 January 2005 to ride the horse in the said race. The committee also find that the engagement made by Mr Sargent through her riding agent Mr Goord to ride Shastri was made on about the 10 January 2005. --The written evidence from Mr Goord was to the effect that he did not communicate the engagement he had made with Mr Sargent to jockey Cropp until the 18 January 2005. The committee are extremely sympathetic to the situation of Mr Sargent and the owners of Shastri given this decision and expressed grave concern at the role of Mr Goord and the lack of communication with jockey Cropp over this matter. --The committee direct NZTR Officials to investigate the role and responsibilities of the riders agent in this matter. ---- --
