Mr Munro, Stipendiary Steward, alleged that Mr Sinnamon exceeded the permitted number of strikes when driving GABBY’S STAR inside the final 400 metres of race 1 the BISHOPDALE TAVERN / BUSH INN TAB / ALEXANDRA NEW WORLD MOBILE PACE.
Mr Munro demonstrated on the videos that the respondent used his whip 20 times in the last 400 metres.
Mr Sinnamon has signed the Information stating he admits the breach and does not wish to be present.

Mr Munro tells us that Mr Sinnamon has accepted that 20 is the number of strikes. He described the respondent as an occasional amateur driver. Mr Sinnamon stated to the Stewards that he did not realise strikes to the shaft counted. There were 4 of these strikes. He also expressed his remorse to the Stewards.
Reasons for Penalty:
The penalty is determined by a sliding scale. Where the number of strikes is over 16, and it is a first offence, it is $500. The count for Mr Sinnamon is 20.
This is Mr Sinnamon’s first breach of this rule. He told the Stewards the occasion got the better of him. He is the President of the Club and it was his father’s horse.
We are concerned at the number of strikes. It is not a good look for harness racing. We take guidance from the recent decision in Stratford August 2017 where the penalty was $450 for 19 strikes by an amateur driver. We note Mr Sinnamon’s remorse and admission of the breach.
