Meet Title:
Central Otago RC - 3 January 2013

Meet Chair:
PKnowles

Meet Committee Member 1:
GHall

Race Date:
2013/01/03

Race Number:
R 1

Decision:

The protest is dismissed and the placings as they passed the post will stand.

Facts:

Following the running of the DUNCAN AGRICULTURAL SERVICES/SPEIGHTS/BEEN CONSTRUCTION MAIDEN a Protest was lodged by trainer, Mr S Blair-Edie, alleging his horse CARBONISTA, ridden by Ms C Lunn, suffered interference over the concluding stages by the 2nd placed runner, THE GALLANT GIRL (Ms A Templeman).

The official margin between 2nd and 3rd at the finish was a neck.

Mr Davidson demonstrated on the head/side videos the relevant positions of both horses from the home turn to the finish line. The videos showed THE GALLANT GIRL leading into the home straight. Approximately 150m from the finish THE GALLANT GIRL shifted off the rails allowing CARBONISTA, which was trailing, an opportunity to improve along the rail. Approximately 80-75m from the finish THE GALLANT GIRL shifted inwards onto CARBONISTA for between one and two strides before shifting back outwards.

Submissions for Decision:

Mr Blair-Edie stated CARBONISTA improved into the gap and suffered interference from the outside runner, which cost his horse a chance of running 2nd at the finish. He said Ms Lunn was forced to stop riding for a stride or two, which caused his horse to lose momentum and ground. This ultimately cost his horse a chance of finishing in a better position.

Ms Lunn stated she had clearly established a run for her horse after THE GALLANT GIRL had drifted outwards about the 150m mark. The interference had forced her to stop riding for several strides which had cost her a chance of finishing in 2nd place.

Mr Dennis stated CARBONISTA never had enough room to improve into the gap at any stage. He did not believe CARBONISTA was going good enough to beat his horse and had had every opportunity. He believed his horse had CARBONISTA well covered.

Ms Templeman stated she did not realise there was a horse on her inside initially. She said THE GALLANT GIRL was having just it's 2nd start and had raced greenly in the home straight causing it to run around and come into contact briefly with CARBONISTA. She had got her horse off CARBONISTA straight away. She did not believe the other horse would have beaten THE GALLANT GIRL.

Reasons for Decision:

The committee agrees that CARBONISTA did establish a run on the inside of THE GALLANT GIRL. We also agree there was interference approximately 75-80m from the finish. However, we do not believe the interference warrants a change of placings, as neither before nor after the interference did CARBONISTA appear to be making any significant ground on THE GALLANT GIRL.
