Following the running of Race 8, New Zealand Bloodstock Canterbury Belle Stakes, an information was filed by Stipendiary Steward, Mr S C Ching, against Apprentice Jockey, Miss L K Parker, alleging that Miss Parker rode carelessly in that, after approximately 200 metres, Miss Parker allowed her mount, ICE ARENA, to shift ground outwards when not sufficiently clear causing severe jostling to LITTLE TEE (T R Moseley) and inconvenience to JAM TART (J S Lawson).

DECISION AND REASONS:
--Following the running of Race 8, New Zealand Bloodstock Canterbury Belle Stakes, an information was filed by Stipendiary Steward, Mr S C Ching, against Apprentice Jockey, Miss L K Parker, alleging that Miss Parker rode carelessly in that, after approximately 200 metres, Miss Parker allowed her mount, ICE ARENA, to shift ground outwards when not sufficiently clear causing severe jostling to LITTLE TEE (T R Moseley) and inconvenience to JAM TART (J S Lawson).
----Miss Parker's employer, Mr M R Pitman, appeared with her. Miss Parker did not admit the breach.
----Mr T R Moseley told the Committee that, after 200 metres, he was racing 5-6 horses off the fence. He said Miss Parker's mount had missed the jump "fractionally". He said that pressure had come from Miss Parker on his inside forcing him on to JAM TART which was racing on his outside. It resulted in "a pinball effect". He was fortunate that his mount did not fall, he said.
----Mrs J S Lawson said that she was racing outside Mr Moseley and there was definite movement from the inside. She said that she could not see where it had come from but pressure had been put on Mr Moseley's mount. The situation got very tight and Mr Moseley's mount was fortunate not to fall.
----Mr M G Humphries, Assistant Stipendiary Steward, had viewed the Race from the patrol box at the 600 metres. He stated that he observed after 200 metres the head of Miss Parker's mount "slightly to the right". It touched Mr Moseley's mount and Mr Moseley's mount got squeezed up from side-to side. He said that ANDREA (M L Hampton), which was racing inside ICE ARENA, did not appear to move.
----Mr Ching then showed a video replay of the incident. He pointed out Miss Parker's mount which was "a little bit slow", he said, and had raced up into the gap between ANDREA and LITTLE TEE. Contact was made with LITTLE TEE and the outward pressure kept on going until Mr Moseley was, basically, buffeted out of the position he was in. He pointed out ANDREA (M L Hampton) which, he alleged, maintained a straight line. He pointed out Miss Parker's mount with its head turned outwards come into contact with Mr Moseley's mount. He alleged that Miss Parker had wanted to keep shifting outwards into Mr Moseley's path resulting in interference to Mr Moseley and Mrs Lawson's mount. She had finished up 1 ? to 2 horses wider than when the first contact was made. He alleged that Miss Parker had been steering out.
----Mr Pitman used the video to show, as he alleged, that Miss Parker was already in the gap, was holding her line and entitled to be there and that Mr Moseley was "leaning all over the top of her". She was alongside of Mr Moseley's mount and not behind it. He alleged that Miss Parker's mount had been galloped on twice behind and had taken action to balance itself up, as horses do. He said he believed that Mr Moseley's riding had been the cause of the incident and not Miss Parker's. Miss Parker had been endeavouring to maintain a straight line. The filly had overreacted from having its hind legs taken from behind it and, he alleged, receiving a bump from the inside horse.
----DECISION OF COMMITTEE
--The Committee considered the evidence of Mr Ching's witnesses, Mr Ching's submissions, Mr Pitman's submissions on behalf of Miss Parker and also the video evidence.
----The information alleged that Miss Parker allowed her mount to shift ground outwards when not sufficiently clear. The Committee was not satisfied that this was the case and accepted Mr Pitman's submissions that Miss Parker had kicked her mount up into a gap and was endeavouring to maintain a straight line with her mount. Mr Moseley's mount was racing on her outside and it did appear that the outward movement of Miss Parker's mount may have been the result of an overreaction to pressure being applied to it by Mr Moseley's mount on its outside.
----It was apparent from the videos that there was considerable tightening affecting the mounts of Miss Parker, Mr Moseley and Mrs Lawson after approximately 200 metres of the race. However, the Committee was not satisfied that the tightening was the fault of Miss Parker.
----The Committee needed to be satisfied that Miss Parker was not exercising the degree of care that a reasonable and prudent rider would exercise in the circumstances. The Committee was not so satisfied and, accordingly, the charge of careless riding was dismissed.
