The Committee ruled that the race meeting be abandoned.
Facts:
Following the running of Race 2, Rangiora New World Maiden, an information was filed by Stipendiary Steward, Mr J M McLaughlin, requesting a ruling under Rule 902 (2) (a) (ii) as to “whether due to issues with the track surface the remainder of the race meeting should be abandoned”.
Club representatives, Messrs T W Mills and J R Langan, were present at the hearing.
Rule 902 provides as follows:
(2) The functions of a Judicial Committee shall be:
(a) from the commencement of the first proceeding which it commences to deal with on any day of a Race Meeting or one hour prior to the starting time of the first Race of that day until after the conclusion of the last proceeding which it commences to deal with on that day, or thirty minutes of the last Race run on that day (whichever is the later) to:
(ii) determine any question as to whether that day of racing or any part thereof should be postponed, abandoned or cancelled.

Mr McLaughlin told the Committee that, following the running of Race 2, a number of the jockeys reported that their mounts had slipped during the running. Senior jockeys had said that there were clearly issues with the track, he said.
Mr McLaughlin further told the Committee that an inspection of the track near the 1000 metres had been carried out after Race 2 by Stipendiary Stewards, Club Representatives, Trainers Representatives and Senior Jockeys. He said that he had spoken to a number of riders as had Licensed Jockey, Mr M Cameron. He reported that the “general consensus” among riders was that they were not keen to continue riding for safety reasons. Mr McLaughlin said that it was prudent to abandon the day’s racing rather than continue and place jockeys and horses at risk.
A video replay of part of the race was shown to the hearing. Mr McLaughlin pointed out the horse racing outside the leader which could clearly be seen to slip badly near the 1000 metres. Many other jockeys had their mounts under a “stranglehold”, he submitted.
Mr McLaughlin submitted that the Committee should rule that the meeting be abandoned.
Mr T W Mills, Chief Executive Officer, did not oppose the ruling sought.
Reasons for Decision:
In determining whether a race meeting should continue when there are issues regarding the state of the track, the primary consideration is always the safety of jockeys and horses. In this instance, the jockeys had told the Stewards that, in their view, the track was not safe to ride on. The Committee was happy to accept the views of the jockeys who, after all, are in the best position to judge. Their view that it was unsafe was shared by the Stipendiary Stewards.
