Following the running of race 4, "The NZI Koral Steeplechase", at the Canterbury Jockey Club's meeting on Saturday 4 August 2007, an information was laid against Mr K Watson alleging a breach of Rule 858 (1) (c). It was alleged that Mr Watson made contact with another party by way of shaking hands prior to weighing in.

DECISION & REASON
--Following the running of race 4, "The NZI Koral Steeplechase", at the Canterbury Jockey Club's meeting on Saturday 4 August 2007, an information was laid against Mr K Watson alleging a breach of Rule 858 (1) (c). It was alleged that Mr Watson made contact with another party by way of shaking hands prior to weighing in.
--Mr Watson admitted the charge, which is therefore deemed to be proved.
--Chief Stipendiary Steward Mr C George showed a "Trackside" video of the incident, which showed Mr Watson shaking hands with one of the owners of the winning horse at the unsaddling stall.
--PENALTY
--Mr Watson, we have heard and seen the evidence and we have also heard your explanation. We can readily understand why you erred in your judgement. You were excited and it was a natural response when a handshake was proffered to you. We appreciate that you have pleaded guilty to the charge at the earliest opportunity. However, this rule has been widely published throughout New Zealand and there is therefore no excuse for a breach of the rule. It was available to be seen by every "Trackside" viewer throughout New Zealand.
--We agree that a fine is an appropriate penalty. In setting the fine, we have taken into account the mitigating factors set out above. The fine will be $250.00.
