THE FACTS
--Ms L Vaughan, Licensed Trainer, engaged Ms K Williams to ride “OUR BEE JAY” in Race 10 at the Canterbury Jockey Club’s meeting on Saturday 27 February 2010.
--It transpired that one of the owners of the horse, Mr S D Culhane, wanted Ms Lisa Allpress to ride “OUR BEE JAY”.
--As a consequence, Ms Vaughan was obliged to break Ms Williams’ riding engagement.

THE FACTS
--Ms L Vaughan, Licensed Trainer, engaged Ms K Williams to ride “OUR BEE JAY” in Race 10 at the Canterbury Jockey Club’s meeting on Saturday 27 February 2010.
--It transpired that one of the owners of the horse, Mr S D Culhane, wanted Ms Lisa Allpress to ride “OUR BEE JAY”.
--As a consequence, Ms Vaughan was obliged to break Ms Williams’ riding engagement.
--Ms Vaughan has admitted the breach of the Rule, which is therefore deemed to be proved. Furthermore, she indicated on the information sheet, that she did not wish to appear at the hearing of the information on the basis that the Stipendiary Stewards would recommend to this committee that a fine of $150 be imposed.
--PENALTY DECISION
--It does seem that the riding engagement was broken well prior to the meeting and thus, the betting public were not unduly inconvenienced by the change in rider. However, the person most affected is Licensed Jockey Ms Williams.
--In all the circumstances, we consider that a fine of $150 is reasonable, and Ms Vaughan is fined accordingly.
