Mr M Walker, the trainer of "Spring Dancer", a starter in Race 7, failed to declare a rider for the horse as is required by the Rules of Racing by the nominated time. The nominated time for the declaration of riders was 1 pm on Thursday 12th April 2007.
--Mr Ching informed the hearing that Mr Walker did not declare a rider until 7.30 am on the day of the race, 14th April 2007.
--Mr Gus Clutterbuck, Mr Walker's South Island manager, informed the committee that Mr Walker was at the thoroughbred sales in Sydney and arrived home a day or so later than he anticipated, and hence he overlooked having a rider nominated by the appropriate time.
--The instructions were to have a senior jockey ride "Spring Dancer".
--Having regard to the fact that the race was a listed stakes race, it was considered that the fine should be somewhat more than is usual for first offences pursuant to this Rule.
--Accordingly, Mr Walker was fined the sum of $100.
