As the result of a report received by the Stipendiary Stewards from the Plate Inspector, Mr L Dare, Licensed Trainer, was charged pursuant to Rule 867(1)(c) of the Rules of Racing, the allegation being that he presented his horse "The Pioneer Pupil" to race in plates having a sharp flange or protrusion.

Mr Ching produced the plates that were on the front feet of the horse to the hearing. He also produced an approved plate, which showed a considerable difference in the heels of the shoes. Mr Ching advised that replacement shoes were put on the horse prior to the race.

Mr Dare admitted the information. He stated that he had relied on his blacksmith, who incidentally, he said was a Plate Inspector for West Coast Racing.

Mr Ching advised the hearing that at a recent meeting in Invercargill, a trainer was fined $100 for presenting a horse with shoes in a similar condition. We considered that such was an appropriate penalty and accordingly, Mr Dare was fined the sum of $100.
