Following the running of Race 6, the PGG Wrightson 133rd Grand National Steeplechase, Chief Stipendiary Steward Mr C. George laid an information pursuant to Rule 530(2)(b) alleging Apprentice Jockey C. K. Ormsby, the rider of "Rainline" (6), used the whip excessively inside the 600 metre mark.

DECISION AND REASONS:
--Following the running of Race 6, the PGG Wrightson 133rd Grand National Steeplechase, Chief Stipendiary Steward Mr C. George laid an information pursuant to Rule 530(2)(b) alleging Apprentice Jockey C. K. Ormsby, the rider of "Rainline" (6), used the whip excessively inside the 600 metre mark.
----Mr Ormsby was assisted by Mr T. J. Hazlett, and he admitted this breach of the Rules and confirmed that he understood the Rule and the charge. Mr Ormsby also confirmed that he was aware of the guidelines with respect to acceptable use of the whip.
--Mr George used video coverage of the incident to show the manner in which Mr Ormsby had used the whip from the 600 metre mark.
--In explanation Mr Ormsby said that he had been "carried away" with the big occasion. Mr Hazlett added that it is important to keep horses going in this sort of race, but he did not seek to minimise the breach.
--Penalty: In relation to penalty Mr George advised that Mr Ormsby had notbreached this rule previously, and recommended a fine in the vicinity of $200-00. Mr Ormsby said that he would prefer a fine to a suspension. We adjourned to consider penalty.
--We took into account Mr Ormsby's clear record and his early guilty plea. On the other hand this was a Prestige Jumping Race and therefore high profile. Taking all these matters into account we decided that a fine of $250-00 was appropriate in this case. On returning to the Enquiry Room Mr Ormsby was advised that he was fined the sum of $250-00.
