Following the running of Race 7, New Zealand Bloodstock 1000 Guineas (Group 1), an information was filed by Chief Stipendiary Steward, Mr C J George, against Licensed Jockey, Mr J S Bullard, alleging a breach of Rule 871 (1) (d) in that Mr Bullard, as the rider of LADY SAKURA in the Race, had ridden carelessly in that he had "allowed his mount to shift outwards when not clear of SPECIAL MISSION (N G Harris) causing that horse to check near the 200 metres".
----Mr Bullard was present at the hearing of the information and admitted the breach. The charge of careless riding was found proved.
----Mr George had Mr M R Davidson, Stipendiary Steward, show the incident on video replays. Mr Davidson pointed out the two horses, with SPECIAL MISSION being behind LADY SAKURA. He pointed out Mr Bullard angle his mount out approaching the 200 metres to pass LOVETRISTA. Mr Harris on SPECIAL MISSION had to check his mount.
----Mr George asked the Committee to take into account the status of the Race – a Group 1 event for a stake of $325,000. He submitted that Mr Bullard’s actions were "careless at the higher end of the scale" in that he could never have shifted to the outside of LOVETRISTA without causing interference to SPECIAL MISSION. He had been riding his mount along, sometimes with the whip, and then he put his hands back to the reins and continued to push out rather
----than fulfilling his obligations. SPECIAL MISSION lost the running to which it was entitled. This type of riding was not condoned in any Group 1 race, Mr George said.
----Mr George informed the Committee that Mr Bullard’s last suspension had been in February 2007 at Otago for 3 days and, prior to that, at Manawatu on 23 December 2006, also 3 days. Mr George recommended a suspension in the range of 5 to 8 days and, in addition, a fine of between $500 and $1,000.
----Mr Bullard accepted that a suspension was warranted but submitted that a fine, in addition to a term of suspension, was not warranted. Mr Bullard informed the Committee, and it was accepted by the Stipendiary Stewards, that he had riding engagements up to and including Saturday, 17 November, specifically the 2nd and 3rd days of the meeting. Mr George also accepted that Mr Bullard was a regular rider at Central Districts meetings.
----Following a deliberation, the Committee delivered the following oral decision:
--"We have listened to the submissions of both of you and we have viewed the video replays of the incident. We agree with Mr George’s assessment of the situation as being at the higher end of the scale and we must have regard to the fact, as Mr George also pointed out, that this was a Group 1 race, the 1000 Guineas, for a significant stake. However, we do note also, Mr Bullard, your very frank admission of the breach. You did not try to make excuses for yourself and were very, very frank in admitting that you were guilty of careless riding on this occasion. We have also had regard to the fact that you have not breached the careless riding Rule since February of this year, which is to your credit. So, taking all matters into account, this Committee has decided that your licence will be suspended from the conclusion of racing on Saturday, 17 November next, up to and including Saturday, 1 December next - which we take to be 6 riding days – and, in addition, you will be fined the sum of $500". You are permitted to ride this week and on Saturday, 17 November".
----The Committee was satisfied that Mr Bullard held engagements to ride on Wednesday, 14 November, and Saturday, 17 November, and therefore determined that it was appropriate to defer the commencement of Mr Bullard’s suspension for the maximum period of 7 days pursuant to the discretion given to the Committee by Rule 1305 (2).
