 As the breach was admitted the charge was found proved.

 A fine of $200 was applied.

Incorrect saddlecloth.

Facts:

An information was lodged by Mr Allison alleging the horse Meyer Lansky was presented to race with the incorrect saddlecloth number.

Following the race a minor infringement notice was prepared for this breach with the standard fine of $200. However Mr Coppins requested that he be able to make submissions to the Committee on the question of penalty.

Mr Allison read the appropriate rule and told the hearing that Meyer Lansky had been presented to race with saddle cloth number 6 instead of its correct number 10. It was noticed in the parade ring and immediately returned and the correct number attached. There were no previous breaches of this rule by Mrs Coppins.

 

Submissions for Penalty:

Mr Coppins told the hearing that he had another horse in the following race and the saddlecloth numbers had been transposed. Whilst it was ultimately his responsibility he felt the instant fine was excessive bearing in mind the prize money being raced for. He understood from talking to racing industry members that this rule and penalty was under review and likely to be reduced.

Mr Allison confirmed the instant fine was two hundred dollars and also that there was some consultation going on over the various instant penalties. Nothing had been finalised.

The instant fine for this breach had been set at $200 following industry consultation. There is at this stage no change and the Committee saw no valid reason to vary from the norm.
