Facts:
Following race 7 an information was lodged by Stipendiary Steward Mr S Wallis alleging that GlenLochar broke with approximately 70 metres to run and continued in a break across the finish line being lapped on by Change Gear.
Mr Blanchard belatedly appeared for the hearing and at 9.06 pm endorsed the information indicating he did not contest the protest.
The Judges' placings were:

Rule 870 states:
(3) Any horse which breaks from its gait shall promptly regain its proper gait
(5)…any horse which is not in the correct gait when its nose reaches the finishing line and which is lapped on by any other horse in the correct gait shall be placed by the judicial Committee behind such horse…at the discretion of the Judicial Committee.
Breaking Horses Regulation:
For the avoidance of doubt and in order to clarify the situation for all parties concerned, the following shall apply with regard to breaking horses:
(a)…
(b) Any horse which breaks from its gait within the final 200 metres of any race and continues on in the break for a distance of 50 metres or greater, shall be deemed to be in breach of Rule 870(3) in that it has failed to promptly regain its proper gait.
Submissions for Decision:
The Stipendiary Stewards referred the committee to video footage of the concluding stages of the race and identified the horse Glenlochar.
Glenlochar broke from its gait approximately 70 metres from the finish line and galloped across the line, in doing so being lapped on by the 5th placed horse Change Gear.
Mr Blanchard agreed with the Stipendiary Stewards' account.
Reasons for Decision:
GlenLochar broke from its gait with approximately 70 metres to run and in crossing the line was lapped on by Change Gear clearly in breach of the Regulations.
