Mr Ching, stipendiary steward, alleged a breach of rule 508(2) and (5) in that Mr S Anderton failed to declare a rider for SLIP INTO SATIN in race 7 by the required time. He admitted the breach and indicated he did not wish to be present at the hearing.
--Mr Ching stated that the trainer had said by way of explanation that he had simply forgotten. A rider was finally nominated, an hour late.
--Mr Anderton has a previous breach of this Rule on 24 October 2008. We are aware the “standard fine” is $50. However, we believe a slightly higher penalty is appropriate in the interests of deterrence. We impose a fine of $75.
