--Information 7469 was lodged by Stipendiary Steward Mr S Ching under Rule 866 (1) (c) alleging that Miss Jan Cameron, the rider of MORTIFICATION in Race 3, The Otago Daily Times Maiden, failed to ride her mount out fully to the finishing line, when it had a reasonable chance of finishing third.

--Information 7469 was lodged by Stipendiary Steward Mr S Ching under Rule 866 (1) (c) alleging that Miss Jan Cameron, the rider of MORTIFICATION in Race 3, The Otago Daily Times Maiden, failed to ride her mount out fully to the finishing line, when it had a reasonable chance of finishing third.
--It was noted that the margin between the third placed horse JUST LUCE ridden by A Mundy and MORTIFICATION, fourth placed, was officially a nose. Miss Cameron admitted the breach.
--Mr Ching used several video clips of the incident, stating that MORTIFICATION led until halfway down the straight, and with about six strides from the winning post Miss Cameron stopped riding the horse, losing third place short of the winning post. Mr Ching stated that he could see no mitigating circumstances as to the horse’s racing manners and as to why Miss Cameron would have stopped riding.
--Miss Cameron stated that she felt that the third placed horse JUST LUCE had her beaten, and that the horse gurgled and she may have looked after the horse a little too much. She also stated that the horse was put into the race to further its education, after its recent run at Hokitika. Miss Cameron said she was concerned for the health of the horse and had it vetted on 07 April by M Brown (BVSc); a faxed copy of the vet’s appraisal of the horse was presented to the committee. Miss Cameron also said that she normally rides aggressively.
--SUBMISSIONS ON PENALTY
Mr Ching stated that he believed the breach was at the high end of the scale. Miss Cameron had stopped riding some distance from the winning post, effectively possibly costing the owners the third places stake - $700.00, and also investors on the horse a dividend. Mr Ching confirmed Miss Cameron had not incurred any breaches of this Rule in the past 12 months.
Mr Ching also presented to the committee some recent cases of offending under Rule 866 (1) (c), highlighting the following :
--Jockey M 29/08/08 4th placed 05/09/08 – 04/10/08
Jockey B 21/12/07 3rd placed 27/12/07 – 12/01/08
Jockey B2 23/11/07 5th placed $500.00
Jockey T 17/10/07 Suspended 20/10/07 – 17/11/07
Miss Cameron stated that she was shortly travelling to Australia to continue race riding in Darwin. Prior to the committee fixing penalty Miss Cameron was asked to clarify her possible commitments within the seven day rule, of which she advised that she wished to waiver this option, when considering penalty.
--DECISION
The committee was satisfied that a breach of the Rule had occurred and in our opinion the breach was at the high end of the scale.
Clearly Miss Cameron, in our opinion has made a bad error of judgment, having stopped riding at least six strides off the winning post, and as a result possibly costing the owners of the horse additional stake money and also investors on the horse. The committee did not believe there were any mitigating circumstances to consider. In fixing penalty, Miss Cameron’s early guilty plea was taken into account.
Miss Cameron was suspended from the conclusion of racing on Saturday 11 April 2009 until the conclusion of racing on Sunday 24 May 2009. Miss Cameron was also fined the sum of $500.00.
