At the meeting of Beaumont Racing Club at Wingatui on 23 February 2008, an information was filed by Stipendiary Steward, Mr S C Ching, against Licensed Trainer, Mr K J Hughes, alleging that Mr Hughes, as the trainer of PROWESS, an acceptor for Race 1, Peter Lyon Shearing 1400 and GUNS N ROSES, an acceptor for Race 7, TTCF/Clutha Licensing Trust Handicap, failed to declare riders for those horses by the required time.

At the meeting of Beaumont Racing Club at Wingatui on 23 February 2008, an information was filed by Stipendiary Steward, Mr S C Ching, against Licensed Trainer, Mr K J Hughes, alleging that Mr Hughes, as the trainer of PROWESS, an acceptor for Race 1, Peter Lyon Shearing 1400 and GUNS N ROSES, an acceptor for Race 7, TTCF/Clutha Licensing Trust Handicap, failed to declare riders for those horses by the required time.

The information was served on Mr Hughes at the meeting of Canterbury Racing at Riccarton Park on 29 February 2008 and was heard on that date. Mr Hughes signed the Statement by the Defendant endorsed on the information form indicating, firstly, that he admitted the breach and, secondly, that he did not wish to be present at the hearing of the information. The breach was found to be proved.

Mr Ching said that Mr Hughes had declared riders for the two horse 45 minutes after the closing time for declaration, 10.00am on Thursday, 22 February 2008. The National Racing Bureau had phoned Mr Hughes at 10.30am and left a message for him. He phoned back at 10.45am and advised riders for both horses. Mr Hughes’ explanation was that he thought the closing time was 1.00pm.

Mr Ching recommended a fine of between $50-100.

Mr Hughes was fined the sum of $100.
