Following the running of Race 9, the Halswell Tavern Sports Bar Trot, an information was laid by Stipendiary Steward Mr N. G. McIntyre against Mr S. P. Walkinshaw, the driver of “Solar Sam” (13), alleging that he had committed a breach of Rule 869(2)(a) in that he used his whip unnecessarily on a beaten horse.
Following the running of Race 9, the Halswell Tavern Sports Bar Trot, an information was laid by Stipendiary Steward Mr N. G. McIntyre against Mr S. P. Walkinshaw, the driver of “Solar Sam” (13), alleging that he had committed a breach of Rule 869(2)(a) in that he used his whip unnecessarily on a beaten horse.

Mr Walkinshaw had indicated on the information that he admitted this
--Breach of the Rules, and also that he did not wish to be present at the hearing. Accordingly the charge was found to be proved.

Video coverage was used to show that with about 600 metres to run “Solar Sam” was dropping out of the race, and it was at this stage that Mr Walkinshaw used his whip on several occasions.

Mr McIntyre advised that Mr Walkinshaw had no previous relevant convictions, and recommended a fine of $200-00. I was satisfied that a fine of $200-00 was appropriate in this case and Mr Walkinshaw was fined this amount.
