Following the running of Race 6, Perfect Packaging Ltd Discretionary Handicap Pace, an information was filed by Stipendiary Steward, Mrs K R Williams, against Licensed Open Horseman, Mr P C McClelland, alleging a breach of Rule 869 (2) (a) in that Mr McClelland “used the whip excessively on PRINCE LOCHIE in the run home”.
Following the running of Race 6, Perfect Packaging Ltd Discretionary Handicap Pace, an information was filed by Stipendiary Steward, Mrs K R Williams, against Licensed Open Horseman, Mr P C McClelland, alleging a breach of Rule 869 (2) (a) in that Mr McClelland “used the whip excessively on PRINCE LOCHIE in the run home”.

Mr McClelland had signed the Statement by the Defendant on the information form, firstly, indicating that he admitted the breach and, secondly, that he did not wish to be present at the hearing of the information. The charge was found proved accordingly.

Mrs Williams showed a video replay of the final 300-400 metres of the Race. She pointed out Mr McClelland driving PRINCE LOCHIE and alleged that he had used the whip approximately 30 times in the run home. He did not desist at any time in the run home. His use of the whip was, clearly, excessive.

Mr O’Connell was fined the sum of $200.
