DECISION AND REASONS:
--Stipendiary Steward Mr S. C. Ching laid an information pursuant to Rule 508(2) alleging Licensed Trainers Mrs L. R. and A. W. Prendergast failed to declare a rider, by the time prescribed, for their horse "Circle of Gold" in Race 10. This breach was admitted and the trainers had indicated on the Information that they did not wish to attend the hearing.
--Mr Ching advised the Committee that no rider had been declared by 10-00am on Thursday 25 October 2007, which was the deadline. Notification of a rider was made by the defendant at 11-08am after they were contacted by the National Racing Bureau. Mr Ching also advised that the defendant had already had the benefit of a warning.
--Penalty: We were aware that a fine of $50-00 was usual for a first breach of this Rule, and according the defendant was fined the sum of $50-00.
