DECISION AND REASONS:
--Following the running of Race 8, Tai Tapu Service Station Handicap, an information was filed by Stipendiary Steward, Mr S C Ching, against Licensed Jockey, Ms L K Young, alleging that Ms Young rode carelessly in that she allowed her mount, BELLE PIQUANTE, to shift ground inward near the 800 metres causing crowding to SPONGE BOB (A M Mundy) and checking BUCKLEYS (N W Hanley) and STAR ALLIANCE (J S Bullard).
----Ms Young was present at the hearing of the information and admitted the breach. The charge was found proved.
----Mr J M McLaughlin, Assistant Stipendiary Steward, showed video replays of the incident. He pointed out Ms Young 4-wide on the track with approximately 800 metres to run. On her inside was Miss Mundy with Mr Hanley inside her and Mr Bullard on Mr Hanley's inner. Ms Young then allowed BELLE PIQUANTE to drift in on the bend leaving the back straight placing pressure on the inside runners.
----Mr Ching informed the Committee that Ms Young's record was "exemplary" and had not been before a Judicial Committee for a breach of the careless riding Rule in the previous 12 months. She was also entitled to credit for her admission of the breach. Mr Ching said he believed that the careless riding on this occasion was in the medium range and the inward movement was not great, but he submitted that rider safety was compromised with pressure being placed on the three riders on her inside. He submitted that a suspension was warranted.
--Miss Young stated that she pulled her mount off the inside runner before any contact was made. She straightened her mount as soon as she heard Miss Mundy call to her. She said that the incident took place on the corner at which horses tend to change legs. Her mount only moved in half a horse, she said.
----In determining penalty, the Committee took into account the following matters:

- Miss Young's admission of the breach; ----
- Her good race riding record; and ----
- That the breach was mid-range as submitted by Mr Ching and that rider safety had been compromised. --

The Committee agreed with Mr Ching that a term of suspension was called for. In arriving at the period of the suspension, the Committee gave Ms Young credit for her plea of guilty and her good race riding record as stated above. In addition, the Committee had regard to the fact that the period of the suspension included the premier meeting of Canterbury Jockey Club to be held on 11 November 2006.
----Ms Young was suspended for a period up to and including Saturday, 11 November 2006, effectively 2 riding days.
