--Mr Oatham said Mr Tweedie struck his horse well in excess of the guidelines.
--Mr Tweedie, while pleading guilty, said he was not always hitting the horse but it was more of a sweeping motion.
--Mr Oatham submitted a fine of $150 - $200 was appropriate.
