Mr Watts admitted the breach and did not wish to be present at the hearing. Mr Muirhead recommended a fine of $100. ----Decision and Reasons: ----The Committee in imposing penalty took into account the circumstances of the offending, the guilty plea, and the status of the race ? an Interdominion heat ? and imposed a fine of $100. |
